From your list I took item 00855354002091 as an example and I have attached a screenshot below where you can see that there are a couple of hierarchies present in Product Introduction:
Are they expecting your EACH to be submitted by itself or are they expecting you to submit GTIN 10855354002098(quantity of 12 EACH in one CASE) or GTIN 30855354002092 (quantity of 12 EACH in one CASE)? After reading the message, I believe they are expecting a CASE - EACH hierarchy to be submitted for the IMF to be provided.
