When publishing an item, should you select Case and the items linked to it OR just select the case?

14 digit GTIN
When creating a new item, I'm now asked to enter a 14 digit GTIN when before I only entered 12 digits. Am I to put two zeros in front of the UPC? Example - old way - 01018104162. New way?? - 0001018104162.Thanks for any help.
