Base unit vs Consumer Unit

How is Base unit different from Consumer unit? If consumer buys a jar of peanut butter, is this also a base unit?

Is this the Lowest (or Base) Level within an Item Hierarchy? 

For example in a Pallet, Case, Each hierarchy, the Each would be the Base Unit because it's the lowest level of the family group.

If we were to look at Peanut Butter that has an inner Pack hierarchy.

Case of Peanut Butter  >> Inner Pack that carries six, but can be purchased at this level and is a Consumer Unit. The Inner Pack can be a Consumer Unit and not be the Base Unit. The six smaller Peanut Butter units can also be sold on their own, so they would be a Consumer & Base Unit.
