Can you confirm that it is possible to send GLN specific information via GDSN? For example, if we have customer specific Marketing Messages, do we designate who will recieve the data by the GLN published along with that information?

The types of attributes you are asking about are called "RDD" attributes and yes, the Marketing message is one that you can have different messages based on the trading partner you are publishing to. You can see this in IM when you first pull up a GTIN and click the green pencil in the upper right corner to update/edit your Marketing information.
