When to issue a new GTIN vs updating item

Good morning!

I need some guidance regarding issuing a new GTIN vs just updating the item.

How many different attributes need to be different enough to warrant the issuance of a brand new GTIN? Weight, packaging, look, etc.?

Hello, I have a customer with a private label item that is exclusive to their store chain. They want to change the packaging (which would be greater than a 20% change) but do not want to change the UPC/GTIN of their product. 

I don't believe they can do that, but I am receiving push back that since it's private label, perhaps they have more flexibility. 

Is there a private label/store brand resource I can look at to determine if a new UPC is necessary?

Standards are the same for private label.
