For seasonal decor items, would a battery-operated product qualify as powered or not powered?

Also, for the same type of product - in IDM would it be considered electronic?

Yes, battery operated products are powered. They would also be considered electronic as they have electrical components such as wiring and circuits/circuit boards. Hope this helps.
