You are receiving this error message because the item is missing the Kroger Item Submission Reason Code at the Case level of your hierarchy, please - GTIN 10812659013969. New items need to have an IMF number assigned by Kroger and the Submission Code is what triggers the IMF to be created in the Kroger systems.
