publishing to kroger

I tried to publish a new item to Kroger. I got the following error: Your parent and child direct link quantities should match your parent Item Quantity of Next Level Item(s) (totalQuantityOfNextLowerTradeItem)

This is a case of 20 identical items.

I have been told to just create a case, no hierarchy. 

I have been told I do not have to make a hierarchy.

What do I have to change to fix this.

Hello and thank you for reaching out to us.  Your link quantities should always match your Qty Next Level Items values.  As an example, if you link your Case with 10 eaches contained, your Qty Next Level on the Case would be 10 and on the Each is 1.  If you are submitting a single-level hierarchy (Case Only, Each Only, etc), your Qty Next Level should be 1.
