country of origin statement

are there any implications of changing the country of origin from US to Austria as teh items are made, packaged and shipped from Austria, but we repalletize them to distribute.  SHould the country of origin reflect that.. OR are there any implications if I KEEP it as US considering we distribute them ?

Hello and thank you for reaching out via the community.  I pulled this note below from our IM Participant Dictionary and found the definition below for the "Country of Origin" attribute.  It sounds like what you are describing is the actual intention of the attribute.  You will likely need to include tariffs and other logistics for recipients like Lowe's that require it when your Target Market does not match your Country of Origin. 

The country code (codes) in which the goods have been produced or manufactured, according to criteria established for the purposes of the application of the value may or may not be presented on the trade item label.
