I took a look at your profile and see you are a GDSN (IM) customer and should be creating content in IM and publishing it to PI and any other recipients. The de-list action is really just used for customers who do not have IM and create their content directly in PI. It is a way to take a listed item and pull it back to the area it was created for further revision.
As an IM supplier, if you need to make GDSN attribute value changes, you could withdraw the publication as needed and publish after your changes.
