What does this message mean? Is this a subscriber-dependent error message or an IM error message?

CIC999:GTIN exists in Hierarchy which must be approved before another is sent:ACTION_NEEDED: Error Message

Hello and thank you for reaching out to us via your customer community.  Yes, any CIC message that starts out "CIC999" is a customer messages from the recipient you published your product content to via GDSN.  I believe I recognize this particular message to be from Lowe's and if I am correct, it is mostly good news.  It means they are looking at your published content and will get back to you. Most of the time Lowe's will change this from a Review CIC999 message to a Received or even Synchronized.
