My pleasure and apologies for my misunderstanding.
The small icon from the Item History report next to the CIN unfortunately can not be used to download as it is an icon to copy the CIN file name.
The trading partners would only need the CIN file name, not the file/XML. You can provide them with a copy of the file name / Correlation ID formatted as cin.xxxxxxx from the Item History report and that is enough for them. I have attached a screenshot below as well:
The Correlation ID is what they need when they would like to review a transaction. Please let me know if this helps.

@lvanhouten Can you try looking for the same transaction in your Worklist? There you can click to see the XML and can see the CIN that went out...

@CommunityJedi22 - I am not showing any CIN XML's in my worklist that match the Item History report.
Can you confirm what the "Event Type" needs to be. I tried many and nothing is matching.

If your trading partner is in need of the CIN, it should be sufficient for you to provide them with the CIN from the Item History report and they would be able to view the information that was transferred to them without needing any additional data.
If you would like to see what data was transferred to them - the best option would be to search for the last Item update that was done to an item before the CIN was generated and view the XML for that transaction. For this I would recommend filtering by Event: Item correction and/or Item modify.

Thanks @Julie. Yes, one of our trading partner's is needing the CIN for review. I went to the Item History Report first but when I clicked on the icon for the report, nothing happened. It was then suggested to use the worklist and look for the same CIN.
Can you see why the icon in the Item History report is not generating the requested file?
