So, is it safe to say that there are no healthcare changes except the "Short Description" character increase from 35 --> 40

Please review the release notes when they get published as there might be somethings depending on your actual product. But for regulated medical devices and pharmaceuticals, I do not see anything at the moment.

Regarding the expanded length of the short description attribute, is the name of the attribute also changing? It is referred to above as shortDescriptionShort - is this just combining the GDSN name of descriptionShort and IM name of shortDescription?

Thanks for the catch. That is a typo in the slide. The XML Name will remain shortDescription. It is only the length of the attribute and the GUI/Load sheet name that will be changing. The new GUI/Load name will be Short Product Name.
You can see the accurate information in the IM Participant Dictionary for IM 8.61.
