Net Content Case Level

My notes show that at the Case Level, Net Content would be 1 count and at the eaches level it would be how many in a case.  I am getting pushback on a couple of items from a customer that this is not correct.  Can you confirm?  As always, thanks for your help!

The Net Content is the exact amount of the consumable product contained within a package, as physically declared on the label. On the consumer unit, it should represent what one consumer unit (usually an Each) contains, please, while on the dispatch unit (usually Case/Display/Pallet) what that item contains, so all of the Eaches inside that packaging level, please. The Net Content of the Case should always be either equal to (very rarely, only if there is only one consumer unit inside the dispatch unit) or greater (almost always, as long as there is more than one consumer unit in the packaging dispatched to the retailer) than the Net Content of the Each.
