I am trying to submit but getting this error

gdsn312 : Ordering Unit Indicator (isOrderableUnit) must be true for at least one GTIN within a hierarchical configuration.

When publishing a hierarchy to your retailer(s), only the highest level needs to be published (with very rare exceptions, potentially for replenishable Displays, but that is not the situation here). This is because any lower levels are going to be sent along with the publication level and will feature as a hierarchy on the retailers' side.
