Change by Refresh Message

I keep getting a "Change By Refresh Message" from our recipient and they are requesting review of products that have already been updated.  I researched the issue on the community board but it looks like I've done what was suggested and I'm still getting the messages.  Please see example below.

Hello, and good chatting with you again @ManSpecFoods .  This is a common question so I will look to add an article describing this message in addition to my answer here for you.  As an IM user, you have a couple of ways to send updates to your trading partners after the item is already been successfully published.  One I the republish functionality that you can learn more about HERE.  The other is change by refresh or also called a ghost modify message.  The easiest way to do this is to change your value on the Effective Date attribute to the current date and then Save.  This sends that and any other updates to your trading partners.
