Item Management Access for Brokers

Hello,

I was wondering who allows Item Management access for brokers? What is best industry practice? 

We specifically have a broker who is asking to optimize language and images specific to a customer in Item Management, but then those changes would flow through to other customers who the GTIN is published to.
